16TH MAY 2020
Looking at the Current situation in India, struggling to cope with Covid 19 pandemic and associated lock down and crashing economy, I am sure you will agree that no elected GOI has faced a dire situation as the Country is Facing Now.
What ever the Modi Govt does or does not do there will be supporters and opposers and we enjoy the freedom of speech to share our opinions..
The question each one of us has to ask ourselves is "What would you do today if you were in the Prime Ministers shoes ?".
The gist of my note is we need constructive criticism so the govt can plug holes and iron out flaws.
What will you do today as PM of India ? I have my own thoughts and will share with you on hearing from you.
Cheers Ram'

My Own Thoughts:
1- Change the Constitution to totally abolish caste system in all Religions (considering the caste system has penetrated even Christianity and Islam in India ) declaring all people EQUAL in all respects.
2- No one is above the Law. India today the law is applied to the poor and have nots and the rich and powerful can get away even with murder., This has to change.
3- Once the caste system is totally removed eradicate all nonsense about backward class, scheduled caste and Scheduled Tribes etc etc as we do not want them in perpetuity for generatin after generation. These word should be banned for ever.
4- Establish (and make it a law through legislation) a minimum per capita income per individual for a reasonable and healthy life in India. I remember Montek Singh came up with a ludicrous sum of Rs 35 per day per head as adequate for someone to live in India and he himself admitted that he was feeding his Gold Fish about Rs 50 worth of fish feed and his pet dog much much more. Considering the cost of Living I am guessing that that every adult in India has to earn at least Rs 100,000 per annum which works out to Rs 275 per day. This is for full time workers.
Rs 275 per day works out to roughly Rs 35 an Hour. which should be raised to Rs 50 per hour for casual work but Min 2 hours.
This should be fixed by law as the very minimum pay any one can be paid in India.
(In Australia the min rate of pay is Aud $ 19.75 say $20 per hour. This By law is the absolute minimum. )
5 - Declare households with income per capita less than Rs 100,000 a year as BPL population.
6- All Govt Grants and scholarships and reservations in schools and colleges and govt jobs etc should be given to ONLY BPL population (irrespective of caste creed religion etc which are irrelevant)
7- Currently people become politicians not to serve the Country but for Power and Money. This has to Go. Why do MPs deserve Rs 3.3 Lakh pay cheque per month ? Getting Pad Rs 40 Lakhs per annum for sitting silent and attending parliamentary sessions ? Absolutely ridiculous.
8- Two party Democracy is the root cause of all failed democracies and this has to go. Abolish all Political Parties altogether by law. Elect a Parliament of Individuals who will vote on issues to benefit the society as opposed to towing party lines which results in so many absurd govt laws and regulations and rulings.
9- Election to Rajya Sabha is out dated and six years is too long a time for members who virtually don't do anything besides blocking the Lower house. Needs Reforms Urgently. Perhaps Rajya Sabha can be totally scrapped and Lok Sabha Membership increased by the same numbers. India has 739 Districts altogether. Currently we have 545 Lok Sabha members. Perhaps we should elect one member of Parliament from Each Districts so we have a single parliament of 739 Members, Just one house.
10- Corruption: Every other person in India complains about corruption and the need to get rid of Corruption. Yet no one has done anything to fight corruption. It always remains an election promise and rhetoric but never anything more.
The Root Cause for corruption in India is Public Service and Public Servant who seek bribes to do their jobs or do some one favours they do not deserve. Every Govt Department is CORRUPT whether you like it or not and Public Servants are the Termites destroying the Nation.
I am the son of a Public servant and My Dad never got the promotions he deserved as he was straight and honest and was not going to seek favours from bosses for his Promotion. They held him back all his service life and just before his retirement a Good Samaritan became the Deputy Commissioner of Port Blair and Andamans and looked into his appeal and appointed him Asst Commissioner of Andamans and Nicobar Islands
My mother was led to believe that it is best to be a Public servant as the Job is secure for life and in the end you get a Pension until death. I believe the same mentality exists even today. I obliged her by joining the Tamil nadu Highways where my bosses planned to kill me and toss me to the sharks in Rameswaram as I was not going to be corrupt and take bribes. Over my dead body I said. My Peon and a Road Inspector physically escorted me away when they realised there was a serious threat to my life.
Yes if Corruption has to Go it has to start with Reformatting the Public service.
Step one Scrap all the outdated Public service exams and IAS and IPS and IFS cadres etc etc.
Why are we hanging on to a British system which the British themselves have done away with.
Majority of the CEOs of American Multinationals are Indians and this suggests there is no shortage of Talented Indian Professionals to be better suited as District Collectors, Police Commissioners and Counsel Generals.
Dump the Public Service Commission Totally or Revamp it to suit.
11- PSU's PSUs are run by Public servants who have no interest what-so-ever in making these organisations efficient or profitable. Instead of scrapping them altogether, Form a Board of Directors for each PSU made up of Eminent Private Sector Chiefs and CEOs and CFOs etc who will study the workings of each and every psu and establish a way to turn them around and make each one profitable. Like a Joint private Public Enterprise. We have established Leaders of the Indian Industry like Ratan Tata, Azim Premji, Mukesh Ambani, Narayanamurthy, etc can be at the helm and they can Create Teams for each PSU to study and report..
Trying to sell PSUs totally and Privatising them is not right as Once done Prices of commodities like electricity cost, steel price etc will skyrocket backfiring on the countrys well being.
12 - National Service: Each and every student on Graduation has to Do National Service. Let us take a look at Singapore National Service.
National Service (NS) is the national policy in Singapore mandated by statutory law[1] that requires all male Singaporean citizens and second-generation permanent residents to serve a period of compulsory service in the uniformed services. It was first instituted in 1967 to help build Singapore's military forces soon after its independence, and has since been expanded to involve the police and civil defence force as well.Upon enlistment, male Singaporean citizens and second-generation permanent residents serve for 2 years in active duty as full-time national servicemen (NSFs) in the Singapore Armed Forces (SAF), Singapore Police Force (SPF) or Singapore Civil Defence Force (SCDF), following which they transition to an operationally-ready reserviststate as operationally-ready national servicemen (NSmen)
India need something similar but not only Uniformed Services.

at age 21 or upon completing a university degree every graduate should be made to join the national service.
I have to verify these figures of India having 9 million students graduating every year

[23:08, 5/15/2020] 🔆💚 Niranjan Bhat: High level of inequality and disparity between sections of the populace, illiteracy, corruption, caste system, these are some of the aspects I would focus on by trying to reduce its impact on ease of living. I have taken a small step in this direction. You are right that it is time for us to get involved to help the most vulnerables. Read below my suggestion.
Most of us as we manage with the new normal (still evolving) feel that we need to get involved in helping the most vulnerables in the society. But we do not know how.
In this Covid-19 crisis, every one without exception has suffered in some measures. Some have the resources to overcome the problems. But a significant number do not have.
In the first few weeks there was a feeling that once the lockdown is relaxed, there will be a V-shaped recovery. However with the lengthening of the lockdowns and dire warnings by WHO that we will be living with this virus still we find a vaccine or cure, we will be facing a L-shaped recovery.
This implies there will be all kinds of shortages and poverty level increasing by leaps and bounds.
While government can help using fiscal and budgetary policies, we the professionals who have been benefited munificently by the society ( to paraphrase Swami Vivekananda) have a responsibility towards the society.
I for one do not know how to proceed ( not because I am away) and thought if we could organize a zoom session with no more than seven with different backgrounds to have a brainstorming session?
Look forward to getting your comments.

This Government ruined economy and industry in their obsession of black money
I am not the PM. But you need a PM who would listen to others. Opposition can do nothing. I will send you an excel spreadsheet showing how the Govt income is dropping year on year.Economy wascollapsing since 2016-17.

I would streamline all plans into short medium and long term.
Short term
....help migrant workers to safely return home
...generate money....create a fund by taxing the rich and ask all religious institution to donate 80% of their public donations to a covid fund
...have an official daily update nationally and also in each state...to improve communications and discourage social media speculations
...give 50% more salary for all the covid warriors...police, health and government officials.
...ask all politicians to donate money to this fund kept for elections.
...ensure essential supplies is robust for the next 6 months with no price increase.
...purchase gold from public and raise currency circulation across the country
...help allowed industry with loans to sustain themselves in short term
...provide loan to all poor people repayable in the log term
Will look at medium term after new cases start to show a downward graph.
Long term plans to be announced after new cases reached towards 0 for 28 days..

The situation has been allowed to get so bad.
What I would have done starting Jan-Feb is:
* Called all Indian pharma companies and tasked them to make a rapid test
* Made this test available free and in millions to all states
* Stepped up the production of PPE across industries (make the garment industry make masks and gowns)
* Announce a WFH of all non essential industries GIVING a 4 day notice for them to prepare
* Allow workers in industries that are shutdown to go back to villages
* Allow all commerce to function with extensive testing of workers
* Employ non essential government workers as tracers
In other words - Test-Test-Test-Trace-Treat. Only shutdown non essential industries. Compensate workers of these industries.

Ram, Modi is being as proactive as he can, trying to keep the morale of the country high and, we haven't done too badly, in these trying times.
Ultimately, it's only us, who can ensure that we don't get affected by COVID19 by,
Following hygenic practices,(like, no spitting, properly disposing garbage & waste.. like in Singapore) improving our immune systems, by eating necessary and healthy foods etc.
He's trying his best (keeping in mind how undisciplined Indians are) to ensure each realises his/her responsibility and is trying to instill hope and slowly making Indians realise that we have to be self reliant.
I think, the previous government would have been running around like headless chickens, at the enormity of issues that has befallen the world.

I agree, it is a daunting task. I will probably be not effective. broadly every family should have enough money to meet their basic needs. Printing notes and diluting the purchasing power of money eith the haves and giving to the have nots is a possibility. I will also open up everything and transfer the responsibility to save oneself from Corona infection to each individual.

[22:07, 5/24/2020] 🔆💚🇮🇳 Harwant Singh Chabra: There is excess of already built housing in all major cities. Over one lakh units are unsold in Mumbai alone.
This money should be used for transportation of all migrant labor, free treatment of infected patients, increasing capacity of all hospitals, providing direct transfer of cash to all labor and food subsidy. Improving Public Education and many more.

[22:07, 5/24/2020] 🔆💚🇮🇳 Harwant Singh Chabra: The salary of all employees who work from home must be reduced by 20 %. This salary be calculated after house rent allowance.
The salaries excluding house rent of all employees who sit at home due to Lock Down be cut by 40 %
[22:07, 5/24/2020] 🔆💚🇮🇳 Harwant Singh Chabra: These steps would reduce unproductive expenditure and improve the financial position of government and private companies.
[22:07, 5/24/2020] 🔆💚🇮🇳 Harwant Singh Chabra: One of the major point for you to look at is the strategy to deal with issues affecting migrant labour and how to prevent despair and loss of life. It is necessary to to do so whatever it costs and whatever others have to sacrifice.
It is shocking that the political parties in power and bureaucracy are deciding on the rights of citizens and who would be allowed to return or not to his home state.
[22:07, 5/24/2020] 🔆💚🇮🇳 Harwant Singh Chabra: Taking the necessary safeguards is one thing and using brutal force to prevent legal residents of a state is another.
