I am not a Medical Doctor and definitely not an Epidemiologist to suggest ways to manage the Covid 19 epidemic. Let the experts come up with a vaccine and a cure for COVID 19.
However I'd like to recommend a Management Plan Based on mere Common Sense and Good Logic of an Engineer used to building things. I am an Acoustics and Noise Control Engineer by Profession.
Defining the Problem:
We have a nation of 25 million people under lockdown for 21 days to end of April, with social distancing rules and limiting movement except for essential services. This has virtually paralysed the Australian people as well as the nation's economy.
No Nation has a clear cut solution and are all aping each other and "the Blind leading the Blind" situation as no one knows how to tackle the problem and how long this will last etc.
Solution in Steps:
Step 1:
Divide the nation's Population into two groups
Group 1 - Ages 0 to 65 ( Students and working people)
Group 2 - Ages 65 and over (Retirees)
Step 2:
As we are aware all Australian Citizens and Permanent Residents hold a Medicare card which lists the members on the card living together in one residence. The Medicare card also has details of address and DOB. So Each Australian can be easily categorised into two age groups. 1 & 2.
For Temporary residents and Tourists and may be illegal migrants who are not covered by medicare, the Govt should issue them temporary Corona Care cards that include essential information like Name DOB address. After all every life needs to be saved at all cost, even if in Australia illegally. These people cannot be abandoned can they ? Nobody's conscience will permit that.
CORONA INFECTED PATIENTS: The minute a Patient gets a Corona Test Positive It should go immediately into the Medicare Card INFO and FLAGGED.
Step 3:
Risk Factors Healthwise. List all pre-existing health conditions that makes a corona patient very vulnerable after Corona infection whatever the medical Gurus advocate. For Example
1 - Lung Diseases (Asthma, Emphasema, Cystic Fibrosis etc
2 - Heart Diseases. Hypertension, Bradicardia patients with Pace makers and or Fibrilators etc etc.
3 - Kidney Diseases requiring Dialysis etc
4 - Cancer Patients with low immunity
Now link people with pre existing health risks, 1,2, 3, 4, 5 etc etc details of which are available readily in each medicare card which specialists are consulted and what medications are taken etc. People with just one risk factor or two or three or more etc can be built into the medicare database easily.
Step 4:
Movement Restrictions
People 75 years and above, with or Without health risk factors should not be allowed to go out in the open walking beyond their own streets.They can go by car for essential health services but not grocery shopping etc
People 65 to 75 with No Health risk factors should not be allowed to go outside a radius of 5 kilometers, unless they are going to hospitals or to pathology or see their GPs. Basically they should stay within their suburbs where they reside
People 0 to 65 in Good health it is optional and each can decide if they wish to take the risk of being infected by going out to work etc. They will still have to maintain social distancing of 1.5 metres in public as well as Office environments.
Parents have to decide for the under 21s if they should go to school and uni etc. Social distancing rules to be maintained.
Step 5:
People in the age group 0 to 65 have to be split again into those who live with over 65s and those who do not. Those living with parents and grand parents are the ones who can bring the virus home and infect seniors citizens putting their lives at greater Risk. This info should also be included into the Medicare database as Carers of Elderly ( This can be done on line by the public or by their GPs)
Once this is all done colour code the entire population as
1- Yellow ( ages 1 to 65) Healthy
2- Green (ages 1 to 65) With Health Risks
3- Blue (ages 0 to 65) Living with seniors
4- Red (ages 65 and above) healthy or not
Need for a Mobile Phone App that law enforcers can use to Enforce Strict regulations on Peoples movements.
How the Mobile Phone should be made to work. When Police stop a member of the public they have to produce their Medicare Card as ID along with Drivers licence.
When the Police Officer Logs into the Locator App. It should show the residence of the Individual in question and also the Spot where the Officer is Investigating the Individual. All that will be required is for Google Maps. To create circles around the Residence of the person, say from 1 to 10 kilometers. This will help the police officer figure out if the individual has crossed the mandatory limits of how far an individual can be from the residence based on age and Risk Factors. This will make the jobs of police officers easy.
Offenders should not be fined but locked in a room in their own residences with special locks that only Police can open. The fear of Being locked inside one room with a Portable Potty will be the best deterrant.
Police depending on the situations can let people off with a stern warning which should be recorded on the Medicare card. and Three strikes they should be thrown into a Prison full of Corona Infected Prisoners
